Climate change is defined as the long-term fluctuations in temperature, precipitation, wind, and other aspects of the Earth's climate and all other aspects of the Earth's climate. Local governments face the consequences of global climate change. At the local level, warmer temperatures can affect local economies by causing soil moisture to decline thus forcing farmers to alter crop production. Additionally, warmer temperatures can also impact human health as infectious diseases, spread by mosquitoes and other insects, which become more prevalent in warmer areas. Coastal communities can also be affected by the rise in sea level. The resources in this section of USAEnergy.org provide information on local programs, climate change publications, and contacts that can assist local governments in mitigating the causes of climate change. It also provides a  local government greenhouse gas reduction template to assist in calculating current and potential reductions for communities and gives examples of current programs and initiatives.

    Carbon Dioxide (CO2) Emissions Tabulator
Users can determine their average annual CO2 emissions by completing the this on-line questionnaire. Results will tabulate pounds of CO2 produced for each daily activity and compare it to the average annual emissions in the United States.
    Clean Energy Basics
Provides basic information on renewable energy technologies, including specific links for homeowners, small business owners, students, and teachers.
    Climate Change Calculator
The Climate Change Calculator allows users to input data to find out the tons of carbon dioxide emitted by individual households in a given year. The tool will calculate total emissions and the number of trees that would need to be planted to offset those emissions.
    Climate Change Emissions Information
This site addresses methane's contribution to climate change, trends in emissions of methane, trends in nitrous oxide emissions, and also provides resources for locating more detailed information and links to related sites.
    Emissions Reduction Partnership
Available through the EPA, this site provides information about the SF6 Emission Reduction Partnership for Electric Power Systems, a voluntary program for reducing concentrations of SF6, a greenhouse gas that contributes to climate change.
    Energy Trust of Oregon
The Energy Trust of Oregon strives to change how Oregonians produce and use energy by investing in efficient technologies and renewable energy resources. The organization also offers services and incentives to Oregon businesses and homeowners that invest in energy-efficient equipment and materials.
    EPA's Global Warming Site
EPA’s Global Warming site provides information on climate change science, greenhouse gas emissions, climate change effects and ideas to reduce those effects.
Forest Service Global Change Research Program
The Forest Service Global Change Research Program provides the scientific bassis to address the issues surrounding global change and forest ecosystems. The site contains useful links to regional research efforts within the Forest Service.
    Global Change Research Program
EPA's Global Change Research Program’s primary emphasis is on understanding the potential consequences of climate variability and change on human health and ecosystems in the United States.
International Council on Local Environmental Initiatives
ICLEI's mission is to build and serve a worldwide movement of local governments to achieve tangible improvements in global environmental and sustainable development conditions through cumulative local actions.
    Interwest Energy Alliance
Interwest Energy Alliance <http://www.interwestenergy.org/> The Interwest Energy Alliance is a newly developed trade association consisting of members from both industry and environmental organizations that support state-level public policies to harness the West's renewable energy and energy efficiency resources. The Alliance particularly focuses on promoting market-based Renewable Portfolio Standard policies. Its Web site also features information on the benefits of renewable energy use in the West.
    NASA's Global Change Master Directory
NASA’s Global Change Master Directory is a comprehensive directory of descriptions of data sets of relevance to global change research.
    National Oceanic and Atmospheric Administration
NOAA's Mission is to describe and predict changes in the Earth's environment, and conserve and wisely manage the Nation's coastal and marine resources. NOAA's strategy consists of seven interrelated Strategic Goals for environmental assessment, prediction and stewardship, which are presented as theme pages on their Web site.
    Ozone and Climate Change
This site, provided by the EPA, offers local governments an overview on ozone depletion. Within the site is information about the science of ozone depletion, current regulatory approaches to protect the ozone layer, and information alternatives to ozone depleting substances, as well as information on a variety of other topics.
Pew Center on Global Climate Change
The objective of the Pew Center on Global Climate Change is to educate the public and key policy makers about the causes and potential consequences of climate change, and to encourage the domestic and international community to reduce emissions of greenhouse gases.
Planet Energy - The Renewable Energy Trail
Planet Energy is a site designed to teach children about renewable energy technologies. Developed by the United Kindgom Department of Trade and Industy, the site provides information and resources for two separate audiences: children and their teachers.
